"This account is suspended" means the account broke our terms or acceptable use policy, or put the service or other members at risk. Sharing an account outside your team, copying our data in bulk or opening extra free accounts to get around plan limits are examples the policy names.
While an account is suspended, nobody can sign in to it, with email or with Steam.
Where it is reasonable, we warn first and give you a chance to put things right.
